The Fairfax County Redevelopment and Housing Authority (FCRHA) is a political subdivision of the Commonwealth of Virginia created pursuant to Title 36 of the Code of Virginia, as amended. It was created by the Board of Supervisors and approved by a County-wide voter referendum on November 2, 1965. The FCRHA was activated by the Board of Supervisors on February 23, 1966 and has been in operation, without interruption, since that date. The FCRHA's primary business office is located at 3700 Pender Drive, Fairfax, Virginia 22030.
The powers of the FCRHA, as defined by the State Code, are vested in 11 Commissioners appointed by the County Board of Supervisors. The Officers include Chairman, Vice-Chairman, and a Secretary/Executive Director and Assistant Secretaries. The Fairfax County Executive serves as Secretary and Executive Director of the FCRHA. The County Director of Finance serves as Treasurer and the County Attorney serves as General Counsel.
Unlike most Redevelopment and Housing Authorities which are completely separate from the local government and employ their own staff, the FCRHA has had no employees since 1974. At that time the Board of Supervisors created the Department of Housing and Community Development (HCD), which provides administrative support to the FCRHA and operates its programs.
The FCRHA also appoints HCD staff members as Assistant Secretaries. The Assistant Secretary of the FCRHA is the Director of the Department of Housing and Community Development. Although structured as a County agency, the FCRHA's technical and administrative support functions are principally funded by the FCRHA from revenues it receives directly.
